Bernard Murray-Gates

Bernard is an extremely capable project manager and consultant who has led and directed a number of assignments relating to the development of project management capability and the embedding of sustainable cultural change in project and programme communities.  He focuses on leading the design of customised development interventions and advising our clients on the use, optimisation and implementation of advanced programme and project management approaches and techniques.
Bernard is equally comfortable working at strategic level as well as dealing effectively with complex content detail when required, and managing complex projects in his own right.
During his career, Bernard has also been involved in recruitment, induction and training of both operations and systems staff. He has created and presented courses on systems architecture and process flows, and has been involved in the launch of an organisation wide framework for project management governance. 
Bernard’s strengths lie in communication. He is able to marshal project experts and line staff to overcome implementation issues and manage the integration of change into the business–as-usual environment.
Bernard’s expertise lies in development of senior project leaders through education and coaching.  This has been recognised by leading educational organisations as for example Bernard has been appointed an Honorary Teaching Fellow by Lancaster University.

Hilary Small

Hilary’s project and programme management experience spans 25 years, gained working across sectors, both in the UK and overseas, and subsequently in a consulting role, principally in the UK and USA. 
He specialises in the construction of career paths and development frameworks for project and programme managers, including the analysis of client roles, responsibilities, skills and competencies.  He also conducts project and programme management capability assessments (profiling), and is currently CITI’s ‘product guardian’ for profiling tools. 
Hilary is a leading consultant on CITI’s Strategic Implementation Planning Process (SIPP) and portfolio optimisation engagements, helping organisations to translate business strategy into projects and programmes, balanced for maximum return on investment.
In a recent engagement with Civil Service client, Hilary was the lead consultant and thought leader in the development of a ‘full service’ career development framework for the project management community.  Spanning some eighteen months, this work included the analysis and formalisation of project management roles and their ‘fit’ within the Civil Service grading structure by mapping into the Department’s competency model; the identification of necessary skills for those roles; the documentation of a framework for professional development of community members; the construction of a career path, including promotion criteria and testing methods, and the stakeholder engagement at all levels to ensure its acceptance by the community and its successful implementation embedding within the department.
